Concealed Carry in Illinois

There was a thread on another forum about Jesse Jackson leading a protest outside a gun shop somewhere near Chicago.  
I piped up and wrote I would bet the Reverend Jackson owned and carried a gun even though CCWs are almost impossible to get in Illinois.  Someone wrote back correcting me.  CCW's are impossible to obtain in IL; they just are not issued.

Any IL members out there:  Is that true?  Nobody can get a CCW - Period?  Only police can carry?  Does that mean even Les Baer can't carry his own products?  How about people who do businees in dangerous areas or carry large amounts of cash / jewelry/ etc.
Do the people of Il feel safer without CCW?  
I'm sure the criminals feel safer.
