Actual rules compared to the rules an establishment sets up are two different things, and yes, you have to oblige them their rules. That’s business. Ok, we understand the issue now. Darn.......
Good Luck trying to work it out with them then.

How would it be a straw purchase if tattoo sold him one of his own guns??

I don't think the offer was for tattoo to drive 400 miles, buy this particular gun, drive 400 miles back home, then sell it to the OP.
