If it was, it was after the arrest. In a situation like this, the Emergency Services Unit, in uniforms and heavy tactical gear, would breach the door and do the entry. They would also secure the premise and cuff the subject. They run the show until all the rooms are cleared and everyone is cuffed on the floor. Then the assigned detectives (plain clothes guys here) would come in and look around. I believe those plain clothes guys are squad guys who went into plain clothes to do the observations and sit on the location in nondescript vehicles. In later photos, they are wearing sharp suits.
