I spent four of the more memorable years of my life in Africa during which a succession of dictators, military juntas, and tribal "war lords" with their drug-addled gangs decimated the populations of their countries while forbidding civilian ownership of firearms. If this report on what is going on when few are watching doesn't send a chill up the spine, I don't know what would:

The UN General Assembly passed the treaty.
