And it is quite readily available, I was told at a large gun store
that they contact the BATF immediately with your information
after the FN 5.7x28 is purchased--no sale that day.

Could be but I inferred that this direct red flag is a recent
development but I don't know. That round really makes them
nervous because of its Kevlar defeating ability.

Mine is the SS197SR which is supposed to be civilian available.  The SS190SR is the one that is banned from the public, but is available on GunBroker for $40.00 a box.  However, I don't need that.  My gun shop didn't say anything about  the BATF, not to say that its' not so.

This could also be a local deal, too, because 100 additional
BATF agents have been assigned to the Houston area to address
the mexican connection. Most, if not all, FFLs have been paid a
recent visit to verify their records.
